what is a stable electron configuration? How many electrons are needed to make a stable configuration for silicon and phosphorus?

I am doing some homework for Chemistry and am doing some electron configuration. I know that there is a fast way to do it using the periodic table but my teacher is bad and only briefly mentioned it. How do I do this? Any help will be appreciated.

Can anybody simply explain me the difference between configuration management and change control in a project ? are there any similarities ?
What are advantages and disadvantages of each ?

Note – I do not know what configuration management and change control are. I am so grateful to anyone who could describe these two concepts very simply. I would prefer to have project related examples.
